Break-In for Mass-delete

Enhance the break-in-process so that it also applies for mass deletes and that these deletes can break in into PWFI-transactions bound with RELEASE(DEALLOCATE).

    In V12, any read claims held at commit, will get released at the next commit when there's a waiting drainer.  Prior to V12, claims weren't held across the commit.   Also, for V12, if the application did commit,  but the claims are still held and the application isn't active in Db2,   when  a drainer comes along, we have code to do a implicit commit to release these claims.

    We don't see the claims blocking the mass delete drainer unless of course , the application is waiting for input while holding a claim (they haven't committed).  If the application never  committed, we don't have an answer for that.  

    We'd like to ask that you please provide a better use case for this Idea.
