Package Invalidation avoidance

At the moment nearly all online definition changes to an object leads per default to package invalidation.
So online schema evolution is very useful, but with regarding to the availability (7*24) the package invalidation isn't a great implementation.

Some ALTER example which leads to package invalidation (immediately or deferred):

ALTER SPECIFIC FUNCTION function_name WLM ENVIRONMENT wlm_environment;

ALTER TABLE table_name ADD PARTITION ENDING AT ('...');

ALTER TABLESPACE tablespace_name PAGENUM RELATIVE;

We have discussed these behaviour with DB2 development team during V12-CERT-2017.

All changes without any impact to the package structur shouldn't invalidate any packages.
