High logging volume on SYSUTILX during utilities execution

Swiss Re observe up to 50% of the log volume is written for SYSUTILX, which is generally updated on phase changes across utility
executions, as well as during checkpoint/commit interval. A deeper analysis shows:
- Most of the records being logged contains binary zeros.
- Unnecessary checkpoint information is written, even the utility is not restartable from this point (e.g. Reorg, before switch phase).

We see a lot of improvement to reduce log volume for all customer installations by making the updates to SYSUTILX smarter and only update the directory table space when need and in a more efficient way.
