Support global array definitions

Allow a global schema for user defined types.

    This Idea was previously reviewed as an RFE, discussed with other Db2 family members (LUW and iSeries), and we posted a request on 7/20/2018 indicating we aren't sure that we understand the requirement. We requested that you provide more detail - in particular, "is the requirement functional, or authorization related (we can't tell which issue you are trying to resolve - or maybe both)?

    Would something like a public ALIAS - like exists for SEQUENCE objects work? "

    Because we have not received a response to the 7/20/2018 request for more information, we are closing this Idea. Please open a new Idea if you would like to continue pursuing this.
