IFCID 366/376: include SQL text in the trace records

The analysis of IFCID 366/376 is done via SMF records. When these records are available (one day delay), it is nearly impossible to match the statement ID to a statement in dynamic statement cache, because the statement might be already discarded.

So to get this link between IFCID366/376 and the statement text it is necessary to dump the statement cache periodically, but this does not guarantee that the statement is still cached, because it can go in and out of the DSC between 2 dumps.

Another option might be to run a performance trace on SQL statement level, but this is unwanted overhead.

IFCID 366/376 are enhanced by PI71903 to include the SQL statement in special cases.

It would help the IFCID 366/376 analysis, if the SQL statement text is always included in the trace records.

The necessary infrastructure is already provided by PI71903.

    When the statement is invalidated, will write IFCID 317 with text.
