Allow reset of all High Water Mark Statistics values

Currently some statistics HWM values are not reset while Db2 is active - e.g. Q3STCTHW.  Consequently a transient event can hide a long term situation.

This idea would allow those statistics to be re-set to zero - allowing performance management to identify long-ish term trends without a sudden event hiding them.

It could be implemented by a command or a zparm to reset the value at some specified interval.

    I like this idea. Normally the only way to reset HWMs is to cycle the subsystem.


    The command would work Something like:

    -MODIFY STATS RESET(THREADS) would zero the Q3ST thread HWMs

    -MODIFY STATS RESET(DATASETS) would zero the DSMAX HWM in QTST blocks

    -MODIFY STATS RESET(ALL) would reset all eligible HWM fields

    Etc...
