Instrument workfile high-watermarks in ACCTG

This would be useful to all business users that seek to tune their installation for best performance; specifically in the area of MAXTEMPS.

Instrument IFCID 0003 and IFCID 0148 counter(s) to show the maximum amount of Workfile used by a thread (4K blocks total, or separate by tables/indexes, or separate by 4K/32K Workfiles -- implementation choice.)

It is difficult to manage Workfile allocations without an understanding of how much Workfile each thread requires for its SQL processing. We must support the needs of production jobs -- and also adhoc jobs, some of whose SQL is incorrect (lack of a join predicate means, a cartesian product) or cannot be supported as such (an ORDER BY better done by an external SORT.)

IFCID 0342 instruments Workfile monitoring, and MAX(QW0342CT+QW0342CI) is the measure we are looking for. (QW0342MT and QW0342MI high-watermarks could represent different time instances for tables and indexes.) However, IFCID 0342 operates on a detail level. A given thread can generate thousands of IFCID 0342 records, as we saw, for example, in repeated 4K up to 8K down to 4K etc. patterns. Recording of this kind adds too much overhead to tolerate 24x7.

What we need is the Current Workfile amount (4K blocks, or separate by tables/indexes) and Maximum Workfile amount tallied in IFCID 0148 (available to monitors), and the latter recorded in the completion IFCID 0003 record (for our ACCTG repository.)
