Allow TAPEUNITS to use virtual tape drives

The COPY utility utilizing templates allows for TAPEUNITS(0) to let COPY decide the appropriate number of physical tape drives to use. If all tape drives are virtual, copy will only use one tape drive. This requires hard coding TAPEUNITS(n) to get more parallelism.

    Dear Jon, Thank you for submitting this enhancement request. Db2 for z/OS development has revieed it and determined COPY is working as designed. If TAPEUNITS is not specified, or TAPEUNITS(0) is specified, then COPY will use the minimum number of tape units to complete its work to avoid monopolizing tape resources. It doesn't matter whether this is actual tape or virtual tape. You should specify a TAPEUNITS value that is the maximum you would want the COPY utility to consume.

    In reviewing this we have found that the documentation is unclear and we will be updating it accordingly.
