Enabling DAE to supress flood of duplicate Db2 dumps in all situations

Reoccuring Db2 dumps should be supressed by DAE.

In certain situations DAE is not able to supress dumps, which are part of a flood of Db2 dumps.

This was observed in the second level of recovery from a Db2 abend. In our case the Db2 recovery routine running for a Db2 abend got itself another abend. The dump for this second abend within the Db2 recovery routine was not supressed by DAE, although the situation reoccured many times (for details please see case TS004328399) .

Reason is, that the Db2 common layer of recovery set VRAMINSC - the number of symptoms, that must be the same in oder to supress the dump as duplicate by DAE - and the second layer of recovery does not provide enough symptoms to enable DAE to supress the repeating dump.

Idea is, that Db2 is changed in a way, that activated DAE is able to supress repeating Db2 dumps in cases, that Db2 recovery itself encounters abends.
