Add support for IPL Boost on RLF

When using a z15 with IPL Boost feature enabled, Db2 RLF will cause problems after IPL Boost ends because it kills requests too soon and you get unexpected -905 SQL codes. The problem appears because RLF only reads machine informations at startup when IPL Boost active, but doesn't refresh those informations when IPL Boost ends.

    The Db2 for z/OS development team has re-evaluated this Idea. While the work around is to issue the -STA RLIMIT command after the IPL Boost on z15, we are considering timely support for conversion factor change due to IPL boost.

    So it sounds like if you have a z15 you have to give up using RLF? Shouldn't customers be told that there are DB2 V12 features like RLF that will not be support on a z15. We didn't know that getting a z15 would cause us to lose the ability to use RLF.

    Thank you for submitting this Db2 for z/OS Idea.

    After giving the request a comprehensive review, we have determined that we cannot include it as a candidate in an upcoming deliverable because implement this is a high cost. As a consequence we will not be implementing this Idea.
