Make REGEXP SQL functions available in Db2 for z/OS without IDAA

We recently had a developer who wanted to use a REGEXP_LIKE clause in SQL for an application. He was told that this functionality was available in Db2 12 for z/OS. However, on further investigation, the functionality requires IDAA.

We assume that the reason IDAA is used for REGEXP_LIKE is because of the MIPS overhead that it would consume if NOT offloaded. However, with zIIP on the IBM SystemZ, it seems like functions such as this could be offloaded to IIP rather than to IDAA. The developer claims that, while ad-hoc, this query is not used for "analytics" purposes, and purchasing an IDAA for this application is not cost-effective. However, our agency has many zIIPs provisioned on our z13 and z14 machines.

While this has only been a single incident so far, the lack of availability of these functions without additional hardware purchases may result in much development being directed away from Db2 for z/OS. Our agency does not use Db2 LUW, so that is not an option.

LIKE_REGEX is part of the SQL standard. As are SUBSTRING_REGEX and TRANSLATE_REGEX.
