Zero Downtime during Online CRM Application Migration

Problem Statement :

Transaction 1 (T1) is intended to delete and subsequently insert few records to a table TB1. The business logic is like, this T1 should be open and not to commit as well until the end of delete followed by insert operation. At this same time Transaction 2 (T2) is trying to read those deleted records from which the T1 has deleted (but not committed yet). T2 should be able to read, during the insert operation as well until commit operation.

Real-life Scenario :

Siebel CRM application IP17 version has come up with the feature of upgrading online without application downtime. So that end user can able to read the data using front end GUI. As part of this, say version(v1) is currently running and system admin is upgrading it to version(V2).

In this case the as part of the upgrade process, the above mentioned problem statement comes. So that the end user shouldn't get the timeout/deadlock error. Unfortunately, the end user who is using GUI (which is intern accessing the software's table), is getting timeout error.

Unsuccessful execution caused by deadlock or timeout. Reason code "00C9008E". SQLSTATE=57033
