Simplify Alter

In Db2 z/OS version 10 Pending Alters/Deferred Alters were introduced. 
 
Deferred Alters are not compatible with most Immediate Alters. Deferred Alters need materializing REORG before immediate Alter, or the Immediate Alter has to be run before Deferred Alter.
 
Since Db2 version 11 and 12 it's even more complicated because now several things affect whether the Alter becomes a deferred or immediate. That can for example be whether the parameter value is increased or decreased, whether the object contains data or not, value of zparm DDL_MATERIALIZATION, whether a specific Deferred Alter exists or not, etc.
 
All these dependencies make it complicated for both DBA's and tools. They have to know in what order Alters should be run to work, what utilities are needed to implement the changes and in what order Alter should be run for least impact on data availability.
