Change output from command GET DBM CFG

The output from the command 'get dbm cfg' without the option 'show detail' is misleading in that in shows the 'wrong' values for parameters that have been changed but needs an instance restart.

It could be solved by changing the output to use the 'old' value but with a comment (using an asteriks or something at the parameter) at the end of the ouput telling that there are parameters that have been changed and will get a new value after restart of instance. Or one could display the 'new' value and similarly use a comment to tell the user that the new value is not valid yet until a restart.

A third possibility is to introduce a new option 'show delayed' to just show what parameters have been changed but needs a restart of the instance in order to take effect.
