DB2 to add support for Oracle equivalent UTL_RAW package methods.

Oracle provided UTL_RAW to do bit calculation and comparison. After setting DB2 COMPATIBILITY VECTOR for ORA also we don't have any support for these packages in DB2.

Oracle's UTL_RAW functions e.g. BIT_AND does not have any limitation on input RAW data types, while DB2's equivalent function BITAND (name is not same) is having limit of max input as 113 bit.

We need equivalent package with at least following functions :
1. BIT_AND
2. BIT_OR
3. COMPARE
4. OVERLAY

Because of this we can not use it as it is for our product even after
setting ORA compatibility vector to true.
