Remove 8.3 file name support requirement on Windows for DB2 install

When installing to a directory with a space in the file name, legacy 8.3 file name support must be enabled on the disk volume otherwise nothing happens on the install and no DB2 log file is created.

The default install directory that Tivoli Storage Manager uses to install DB2 is C:\Program Files\Tivoli\TSM\db2 and contains a space in the path.

DB2 has a technote on this issue (http://www-01.ibm.com/support/docview.wss?uid=swg21699149) and are planning to update their documentation to list this requirement. There are currently no plans to lift this requirement and we were asked to have the customer open an RFE on this issue. Instead we are opening an RFE from Tivoli Storage Manager development to track this issue.

We think this issue will start to be more prevalent for Tivoli Storage Manager customers because:

1) Starting with Windows Server 2012 R2, 8dot3 filename support is disabled by default on non-system drives (e.g. D:\)

2) Starting with WinPE 4.0 (Windows Preinstallation Environment), 8dot3 filename support is disabled by default (this is what our customer, Bosch, hit)
