Federation Server Administrator Authority

Provide a Federation Server Administrator authority (like the security administrator database-level authorization)
This new Federation Server Administrator authority
• should provide all authorities needed to create, maintain and delete federated object definitions (CREATE/ALTER/DROP SERVER, USER MAPPING and NICKNAME).
• should be able to run the CREATE NICKNAME statement for a given USER MAPPING (without the need of creating and dropping a user mapping for its own user id for the time of the nickname creation, as we must do today).
• should be implemented such, that the principle of least privilege needed is adhered. For instance with the current DB2 releases, DBADM authority is required for the CREATE SERVER statement. The new Federation Server Administrator must not include DBADM authority, it should only be allowed use the CREATE SERVER statement.
