Need a utility to defragment large tables in a timely fashion when REORG is unable to reclaim space

Large, highly volatile, tables can become heavily fragmented when there is a significant amount of daily delete and insert activity.  In some cases, the rows deleted don't leave enough empty space on a page for a REORG to clean up or reclaim that space, and subsequent new inserts do not reuse that space.  As a result, the table will continue to grow significantly to the point where what should be a 150 GB table can bloat up to 1 TB or more.  After running a REORG with the RECLAIM EXTENTS option in such a scenario, the reorg may only reclaim a few megabytes of space at best.

Currently, the only feasible way to reclaim that space is to copy the data from the affected table to a fresh backup table, and then either drop the old table and rename the new, or truncate the old table and copy the data back from the backup.  Once that is done, the table size is back within expected limits, but will continue to grow again as more delete and insert activity follows.

While there is a technote (https://www-prd.support-drupal.cis.ibm.net/support/pages/node/6465559 ) that contains an SYSTOOLS.ADMIN_COL_DEFRAGMENT_TABLE() stored procedure, this is not useful on particularly large tables with billions of rows as it is extremely slow and can not complete in a reasonable time.   Similarly, ADMIN_MOVE_TABLE() is also too slow to rebuild tables of this size.

There needs to be a better and more efficient option to defragment tables at large scale.
