improved estimation for potential use of Huffman Compression

Requirement for more accurate estimates of DASD space savings when using Huffman Compression. Problem is that estimates produced by DSN1COMP can be significantly inaccurate i.e., as much as +/- 30%. The solution required is a new option on the REORG utility which instead of reorganising the object, will: unload the data from table, build a good Huffman dictionary and produce a better quality estimate i.e., +/- 10% in vast majority of cases. In most of the test cases DSN1COMP has been under estimating the compression saving from Huffman compared to fixed length so discouraging use of Huffman so if estimates can be improved then more uses can benefit from Huffman Compression.
