Make the Db2 jdbc driver available in public Maven repository

Copy of an idea from here: https://ibmcloud.ideas.aha.io/ideas/IDEA-I-2616
.
One thing I really like about open source databases is that they are so easy to start developing with.
In java for example, I can create a project add the maven details for the JDBC driver and I'm done. This makes things like DevOps so easy because the whole process can be automated.
.
With Db2 I have to create a service instance, manually login to the console, download the driver, unpack an archive, run an install script, locate the jdbc driver ...
Some proprietary databases like Microsoft SQL Server have already added their JDBC driver to public repositories.

Also, if I want to create a new BI, ERP, xxx shiny application and distribute it as a docker image, I can add the drivers that are already available in community repositories, but I have to think twice about making my snazzy app work easily with Db2.

Each time IBM release a new GA or fixpack, the jdbc driver should be published in the maven repository. Also, if IBM wants to keep control, they could have its own repository.

I have seen many Java apps with very old drivers, just because the developer found a driver somewhere, and he just put it in the libraries. IBM should provide a better way to get java drivers, instead of downloading a big package from Fixpack central. Also, the license acceptance could be important for IBM, but what is the purpose to accept or not a driver if the server is already installed (a driver without a server is useless).
