Sometimes dbm configuration changes are not active immediately and require a full instance restart. E.g.
adding an SSL port and config
updates of the db catalog
changes in SYS*_GROUP
It would be great, if a db2start command is issued while the instance is already running, the db2start code does not only emit "SQL1026N The database manager is already active", but also start any newly configured port listener, refresh the db catalog, etc. as long as it is non-disruptive.

How should it work?
Issueing db2start to a running instance could check, if e.g the SSL or any other listener is not running and start it (=would allow adding SSL config to a running instance), it could mark internally cached db2 catalog configuration as stale and reload the new config at the next connect request. It could recheck memory and CPU configuration to adapt to new values and then emit the new config values to db2diag.log (like the first record in db2diag.log after a db2diag -A)
