Home screen list of Projects should be sorted by most recently changed projects

Currently the list is sorted by descending date at which the projects were created. This is not particularly useful. We have many more projects than the 5 that will fit on the home page list. 

The last modified date of a project would be a much better selection criterion for this initial display. This would present the more active projects first, as those have a higher likelihood of being used.
