Develop a project role that can edit notebooks but cannot add assets to a project

Currently the project editor role is required in order to do development within a notebook. However, the project editor role also allows a user to add data to the project from catalogs. These are two distinct permissions. We would like to see IBM add or modify a role within projects to limit the ability to add data assets to the project from catalogs. We are aware that we can limit the data that project editors have access to connect to in catalogs to add to projects, but a role that limited the ability to add data to projects would add an additional level of control to projects and ensure that individuals with access to edit notebooks (i.e. analysts) were limited to the set of data that was originally added to the project for them.
