Limit number of retries for unavailable target database

Source : DB2 z/OS

Target : Oracle

Target Oracle database became unavailable due to an out of space condition. CDC for oracle did not detect this as an issue and continued its normal processing even though the Oracle Database was not accessible from this condition.

IIDR-CDC for z/OS also perceive this as a non-issue and also continued its normal processing. During this time a refresh was occurring. When IIDR-CDC for z/OS attempted to send the data and detected that the database was not available, it continue to retry by sending the data.
