Always Include Edited Report Names in Audit Tables

When auditing is turned on, report names are included in the "COGIPF_RUNREPORT" table of the Audit Database depending on the circumstances of how it is run.

The request is that if a report name is known, it should always be included in the audit table, even if the report is being run from "edit mode".

In Cognos Analytics, the line between running and editing reports is blurred, which is a good thing! The following show some scenarios when the report name is or is not captured.

- Running a report from its folder -> Report Name is captured
- Rerunning the report (not edited) from the Toolbar -> Report Name is captured
- Change the report to "Edit Mode", modify & preview the report (e.g., add a new column) -> Report Name is captured
- Run the "edited" report from the Toolbar -> Report Name is NOT captured

The result is that it is confusing as to when a report name will or will not be saved in the Audit DB. An edited and "Previewed" report captures the report name, however, an edited and "Run" report does not.

Note: a change like this could have a negative impact on existing users who are expecting null report names for reports run from edit mode. Two potential solutions would be:
- Indicate in the report name that the report is "Adhoc" as is done with the report path.
- Create an "Logging" environment setting "Always log edited report names"
