Always show properties pane

In Cognos 10 and prior, when opening a report in edit mode -- you always had the properties pane available and didn't have to do anything - it was just there.

In Cognos 11, when opening a report in edit mode -- if you want to change a property (say full interactivity from No to Yes), you have to have the property pane appear first before you can modify the property. For the most part this is a small hinderance -- until you are upgrading hundreds of reports -- then it turns into a lot of clicking.

It would be nice to have the option of always seeing the properties pane when you open a report in edit mode.

For some users, this is a must have (like me) - for others they may not want this option and keep it as it is -- so make it a configurable option -- for those that want it -- allow them to change it to always display first in edit mode -- or always hide first in edit mode.
