PARAMETER_CACHE reinstate ability to overide the setting at the report level

Up until 10.2.2 it was possible to enable Parameter Caching at the server level - but disable for specific reports if there were issues with Parameter Caching for that specific report.

With Cognos Analytics 11.X it is only possible to enable/disable at the server level - so if a specific report has issues with parameter caching it is necessary to disable at the server level.

Once it is disabled it is unlikely that parameter caching will be re-enabled due to requiring extensive report regression testing even after the specific problematic reports have been rewritten (as it's a server level setting).

As the parameter cache improvements in C11 are quite good - it is a shame that this limitation to the feature means that we can't currently utilize it.
