Provide documentation on upgrade best practices

It would be very helpful to know IBMs best practice recommendations with upgrades to Cognos Analytics.

Here's an example why... With quarterly releases we have been looking for ways to streamline our upgrade process and wondered if republishing the packages is still necessary with each release. We consulted the following documentation, which doesn't mention republishing packages at all.

Before dropping this task from our upgrade procedures, we double checked with support (case TS001298129) and it turns out republishing packages is a best practice recommendation. It is omitted from documentation because it is optional and at the discretion of the user. We feel best practices should be documented in order to properly administer the application.
