Caching of large packages or modules for low bandwidth

Several users need to work in low bandwidth environments (5 or 2x2 Mbit), which currently may result in slow loading or in JS timeouts when large packages (35MB model.xml) are loaded in Authoring.

With this idea, users in low bandwidth environments would be able to load packages in 10-15 seconds, as other users in high bandwidth environments are able to.

Who would benefit from this IDEA? Report Authors, who create reports in low bandwitdh environments
How should it work?

The package is cached for the user, ie. in the browser or disk (ie. after according administrative configuration), which would prevent the behavior from re-happening once loaded.

Users in low bandwidth environments would be able to load packages in 10-15 seconds, as other users in high bandwidth environments are able to.
