How to restrict some user 's permission to create custom SQL in report studio but still let the user run existing reports containing custom SQL

We are about to upgrade cognos from 10.2.1 to Cognos Analytics 11.1.3, and plan to give most user capability to access report studio, but we don't  want to provide all of them permission to write custom SQL inside report studio, also we want most user can run SQL based reports.

we opened a case for this request , ticket number is TS002978207 , IBM support provide one solution which is  remove user from user defined SQL permission, then such group user can not create or edit custom SQL inside report studio, but such solution need to configure each report author to add user to run as their credential and also for each report has user defined SQL need to configure run as owner's capability, this solution involve a lot of manual configuration which is not efficient and affordable  , our system have a lot SQL based reports created by some advanced authors.

 

Just wonder can IBM provide a efficient way that user can not create/edit   sql based report but can run sql  based report ?

 

This functionality is really needed in our college, as it related to provide user more capability of report studio access meanwhile to have the capability to control  user directly access database through  report studio user defined SQL   and to  access sensitive  data  .
