Simplify fixes and enhancements to be installed and onfigured as a patch or fix pack, not as the entire version

In the last two upgrades it has been very time consuming and frustrating to apply the product and then test and then if issue install and configure the next in all instances being a distributed env. We have a total of 45 most of them in the webservers. I found that some working functionalities broke in the process. One being that Audit db does not record the batch reports as efficiently and drops some in11.1.2. It worked in 11.1.10 version.  Need fixes that do not affect the other functionalities like the old fix packs

    This is achieved through our long term support branch of the product. This is currently 11.0.13, this receives only fixes.

    There will be an 11.1 long term support release which will overlap by 6 months to allow customers to transition.
