Shared folder links do not work for anyone except Administrators if a custom folder is configured

Any shared folder link from Cognos Analytics ( 11.0.0 through the most recent version 11.1.1.0) will not work for anyone except System Administrators or Folder Administrators and therefore this feature is useless if shared with other Consumers/Authors, etc.

In this environment, the "Team Content" icon has been hidden from the home page because we only expose a "Reporting Home".

When a shared URL is clicked and opened in any supported web browser by a user/consumer/author, the GLASS UI flyout menu doesn't open automatically, though the user can manually navigate to the folder path (if they were aware of what that path actually is). This is NOT a folder security issue, since users have full access to Reporting Home and all subfolders.

The IBM Cognos Analytics development team has recommended to open this RFE on behalf of support ticket # TS001576388 after they made the following statement:

"This is design intent, as this was built to work based on the visibility of the folder.  While visibility is partially controlled by permissions, in this case its also restricted by the visibility of the team content folder.  I think the overall use case does makes sense, and is something we should consider addressing.  Please open an RFE requesting this feature change."

    Thank you for your idea submission, we will look into adding this in a future version of Cognos Analytics.
