Axis range behaves differently with and without the repeater table

The client has an active report (problematic report.txt) with master-detail relationship. A drop down list is contained in the master query. A chart inside a data deck is defined inside the detail query. In this report the client has the option of 'Same range for all instances of chart' un-ticked in the property of Axis Range. However as a result when you select an item in the drop down list all charts in the page give the same axis range in the same set of the data deck. The axis range from different sets of data deck are different though.

In another design a repeater table is added in the data deck on top of the previous design (repeater table report.txt). In this result the axis range automatically changes to the best fit for each chart even inside the same data deck.

They should have the same behaviours in the above scenarios.
