Create default Metadata settings

We would like to create default settings for all users with for the following: Metadata vs. Member tree, Single Members vs. Sets, bringing in Members vs. Children and Expanding and Collapsing on drill throughs.

Example: If we wanted to make it so that when a user logs in for the
first time, their data settings are: view members tree, create sets,
insert single member, can we do that? Also, in the user options area,
can we set it so that when a user first logs in, their settings are
already set up to allow them to "enable drill-up or drill-down links"?
