Restrict user sending reports out to anyone but themselves

REFERENCE CASE TS003064034,

Higher risk applications leveraging Cognos have desires to restrict users to the point that reports or report links cannot be sent out to any other person or group in TO, CC, or Bcc sections, other than themself.

 

There exists a technote for C10, however this wouldn't work for us because user would be able to type in their own outlook group DL, thereby voiding the purpose we're aiming for. 

 

Our exact requirement is that Cognos System Administrators should have control over the mailer utility, choosing what user a cognos professional could select while mailing and also restrict that professional from typing any email ID (individual or group)
