Report Queries Page should have a better way of organising queries, for example folders

An enterprise report will often contain many many queries.

There will be the query that provides the actual content of the report, this is an important query/queries.

But there are often lots of queries that could be thought of as noise - for example multiple prompt queries, queries that provide accompanying information like dates/user names etc.

Within a report queries list trying to find the 'interesting' queries can be cumbersome as all queries in the report are shown in a single flat list. Whilst there is a capability to show projected queries etc, this doesnt help very much.

We should have the ability to have a query folder. Then I could add a folder here and put all the prompt queries in it.

This functionality wouldn't be so necessary if reports could use queries from other reports (https://ibm-data-and-ai.ideas.ibm.com/ideas/CA-I-4302).
