Add a time function within Cognos Analytics that always returns Cognos system time

Currently, the following functions return date/time based on whether the database provides support.

current_date returns cognos system date if not within a query, but when used within a query, it returns the database server date. The same happens with current_time and current_timestamp. If we want to use the cognos system time to filter a query, this is currently not possible without applying timezone shifts to convert the cognos system time to the database time. This presents an issue when the database timezone changes between different environments and the timestamp data within the database doesn't contain timezone information. So if one database is set to EST and we convert to PST using the _shift_timezone value but if that same data is in a database that's set to GMT, then we have to update all reports to convert from GMT to PST.
