CSV generation options per report/run

Currently csv settings like encoding, terminator, delimiter, qualifier, mimetype and trimspaces are set at the system level for all report executions. Changes affect all users in the specific environment. Our users have different requirements for csv files because they were imported into different third-party systems. We want to let our users decide which parameters they want to use to create their csv files.

Provide an ability to define at report level and also consider setting this parameter at a user level.

The setting for CSV delimiter is global. In a very old version of Cognos (7) you could select the delimiter when running the report. Apparently this can be set at the dispatcher level, but an extra dispatcher seems a lot of overhead just to change...
