As a business SME, owner, or steward assigned to a governance artifact, I would like to know when that governance artifact has been created, modified, or deleted. Governance workflows should be configured so that a steward on an artifact is listed in the review/approval flow rather than a group of people by role or a set of people for an entire organization.
In order to distribute the work of approving new governance artifacts (federated model with centralized organization) we need to be able to assign stewards as the assignees for subject areas where they are experts.

|Who would benefit from this IDEA?||As a data steward, I want to be assigned to a governance artifact and, by default, be included in the approval workflow, so that I can approve creation/management of the artifact relevant to my domain of expertise.|
How should it work?
1. The business term "Diagnosis" is created as a draft
2. Natalie Smith is added as a steward for the business term Diagnosis
3. The business term is sent for approval
4. Natalie Smith is sent a notification for approval
