z/OSMF workflow artifacts for Db2 UPDATE and ACTIVATE process

IBM z/OSMF workflows are being improved to be used for Db2 installation and migration. It would be nice if we have also the artifacts for the other CLIST processes: UPDATE and ACTIVATE. The UPDATE process is what we use the most.

Change DCLGEN to generate S9(4) COMP-5 instead of S9(4) COMP for SMALLINT columns

DCLGEN generates SMALLINT fields as S9(4) COMP with acceptable values +32767 through -32768. A Cobol 'MOVE' makes truncation possible and renders any value over 9999 risky. IBM Case Number: TS003249935

Add commit frequency to Modify Recovery utility

If there a numerous rows in SYSCOPY to be modified out the modify job holds locks on SYSCOPY for an extended period of time and can cause timeouts for other processes and utilities that are using SYSCOPY
