support "fixed record length" for load/import with UTF8

Load and import do not support "fixed record length" for MBCS.The field offsets have to be specified in bytes only.There is no possibility to let the data movement tools "think in letters, instead of bytes".

Rewind the current database from logs

Opposite to roll forward, it will be great to have the possibility to perform a rewind of a database (in roll-forward state or normal one), to a previous state with the logs. It will be like uncommit, or a general rollback.

Add CLP commands not supported by ADMIN_CMD to CLPPlus
