Support Managed SQL in Azure

With a standard MDM install, be able to point MDM at a Managed SQL instance running in azure. There are a lot of customers using Azure for their infrastructure, and wand to use managed SQL instead of a specific SQL Version that needs maintenance.

Match360 read only users should be able to see the matching setup sub-tab with the entity distribution summary statistics

This has a business impact, as the intention of read-only users includes managers and executives who will be given a glimpse into the Match360 tool, and therefore the summary statistics of the output provide great value of that solution output.
