Use LISTDEF when generating utilities

Today ADMIN generates one step per utility per object. This results in a quite unmanageable job when there are many objects. It may also hit the max limit of 255 steps per job.

Compare generates an unnecessary number of REORG statements

Comparing table spaces that results in changes on the table space level generates 4 REORG TABLESPACE statements when only 1 is necessary. This can cause REORGs to run over several hours and causes the table space to be unavailable.
