Support Db2mq

A number of sites use db2mq in their on-prem db2 warehouse solutions. When they go to look at db2 warehouse on cloud as a migration path the support is not present and it removes this option for them.

Diag Lookup Tool

Handle DECIMAL values with a precision greater than 31
