Ability to append to a file when performing an export

When exporting data to files, every export should be in a different file. And it the business requirement is to have all data in the same file, then it is necessary to do that manually with something external to db2.

Support for old system date

Db2 v11.1 can't start when system date is old(ex.2013/06/18).The error message is that the license has expierd. Even if Db2 is evaluation version.
