Allow MAX_PDQPRIORITY to be configurable per user.

We want to Informix to be able to use PDQ but we would not want 3rd party logins to be able to use PDQ and impact processing. The existing onconfig parmeter should be a default is it is not defined for the user.

Unload to file should have option that prevents over writing of an existing file

A customer writes some SQL that captures the pre-data to an unload file and then does the updates/deletes etc. If the SQL is successful and inadvertently run again the initial pre-data will be lost.

We are checking if we can use Informix HQ for our Production system. We have noticed Informix HQ doesn't have AD integration on it. There's not much auditing /logging on what has changed on the Informix HQ.
