Implement ability to force terminate PAfE executions on TM1 Server

In certain situations, we have observed that PAfE executions cannot be cancelled through TM1Top or through the CancelOperation method within REST API. These threads subsequently block dimension updates (READ locks prevent all other WRITE actions, such as dimension modifications) which ultimately leads to a server deadlock. This ends up requiring a force restart that results in the loss of uncommitted data (because SaveDataAll is also blocked).

Per IBM's previous feedback, both methods to cancel (TM1Top and tm1.canceloperation) are only considered as requests and TM1 will only cancel a thread if it can safely rollback any changes. In all cases, there is no method to force terminate a thread. While this is understandable, read-only PAfE executions do not create any data changes within the model so there shouldn't be anything for TM1 server to rollback.

We would like a feature where we can force terminate read-only PAfE sessions (or implement within existing TM1Top or REST API functionality) that will stop TM1 from attempting to process a never-ending PAfE query.
